same pratt today had a go at my wife/then tell your fu**ing bloke " i was at other neighbours behind him" /he s**t himself so maybe we can have quiet times now

I empathise with you, i had the same problem a few years back with a cow of a neighbour. Had to do the whole keep a diary thing and they still did nothing despite her being reported by at least 5 neighbours. If the noise is at unsocial hours or threatening, phone the police, they then record the number of calls they have regarding this person and it helps your case.
Just keep on at the council and threaten to take legal action against them for not fullfilling their obligations as a landlord to you.
Then go to the citizens advice and see if you can get legal aid and follow through. Also go and see your local counsilor, get written statements from other people in the street if they will back you.

Wait till they go out and fill their locks with 2 pack epoxy adhesive, not superglue because that is susceptible to damage from water. .A bit round the window frames helps, then when they can not get in, go out and offer to help them break in, with a sledge hammer or Chainsaw or try to blow the lock off with a shot gun, get your mate to smash the back door in as you do the front. Then clear off and let the Council sort the mess, they will soon get the idea.

the enviroment at the council will help you, ring them up.explain and they will send you a log sheet to fill in for a couple of weeks, you have got to be patient and do this, they will contact your neighbours then with a warning letter if nothing improves they will have to go to court and the police are involved, if your neighbours beccome abusive or destructive to your property. ring the police straight away, good luck!!

if the council will not do anything remind them about there policy on anti social behaviour if that fails speak to the environmental health who will put a noise monitor in your home that will pick up your neighbours noise.if that dont work see a solicitor and get them to issue them with a letter that may put a stop to it.

Report all the way up the government ladder. Let them know you feel threatened, and mention any drug use or other thing you think may be going on... spouse abuse, animal abuse, and so on.
Others gave you ideas. It is up to you to push it all the way.

If you have an anti social task force contact them, they work well where I live and have dealt with several families here already. They won't disclose who made complaint, or see your local councillor.
