You need to be a Petty Officer Second Class (E-5) or higher. You need to be up for orders and you need to be screened by your command in accordance with Chapter 9.63 of the Enlisted Transfer Manual (TRANSMAN) to determine eligibility.
http://www.cnrc.navy.mil/recruiter/app.htm
Your first step is to contact your rating detailer to get released to recruiting duty. In most cases, this will only require that you call or email your detailer and ask. But in some instances, you will need to submit a 1306/7 through your chain of command.
Step two is to complete our screening forms, and return them to the closest RST member.
Your current command will also be required to complete a recruiting duty screening in accordance with chapter 9.63 of the Enlisted Transfer Manual [TRANSMAN], before orders can be issued. Contact your Command Career Counselor for more information on the command screening.

It is very difficult to become an officer while still in the Navy if you enlist first. If you are on a ship, it can be close to impossible even if your ship has college classes on board. (Those classes will almost certainly be the very basic classes like general math, English, History, etc.)You have to be very highly motivated, not have a social life, forget about video games or surfing the internet, and get used to a lot less sleep. It could take you as little as four years of night school, but *all* you will be doing for those four years will be eating, sleeping, working, and studying. Period.

I believe you have to be an E-5 to become a recruiter. You also have to attend "recruiter school" which is about 5-6 weeks long. You have to apply to be a recruiter. It's not just a regular job, it's a special assignment.

Hi,
Good choice, however, I think you will find that recruiting jobs are held for those who have completed at least one tour of duty as an incentive for re-enlisting.
When you re-enlist, be sure to specify your choice of duty to be Recruiting.
Smooth sailing, and good luck,
Darryl S.

Like a few people have told you, you need to go up the ranks, serve at least 3-4 years on the ships and become an NCO (E-5). They want someone who knows what he is talking about and has earned the respect of the NCO corp, to go out on his own.
