You can't choose to lose weight in specific areas. It is possible to tone the muscles in various areas by working out--but the hips are not a particularly muscular area of the body, and they tend to be a place where women naturally store fat, so this may not be realistically possible.
If you lose weight, you never know exactly where you will lose it; you should just decide you want to lose for the sake of losing, and be happy with what you get!
---
The only good weight-loss plans are those that don't offer an "easy" solution. That is, regular exercise combined with a well-balanced diet. Eat plenty of fresh fruits and vegetables, as well as replacing white-bread products with whole grains. It is also important to eat adequate healthy fats, from sources such as nuts, olive-oil, or fish. Avoid "low fat" products--they often are high in sugar or carbs. Eating too little fat may cause you to have cravings which will make you indulge later.
Also, it's important to remember that however you diet, you want to eat a wide variety of foods. Don't think so much of cutting foods out of your diet as much as you think about adding more healthy foods into your diet, especially vegetables and fruits (which can replace sweets) and fish (which can replace meat), and whole grains (which can replace white breads).

Chocolate is not that bad for you, if you find the proper form to eat it in. Chocolate contains a caffeine-like chemical that actually produces slightly more euphoric feelings (some say like being in love) so it is no wonder it has an addictive quality. But the chemicals in chocolate actually have a number of health benefits so you shouldn't worry too much about it.
What you do want to do is find the best quality of chocolate--that is, with the highest cocoa content. Don't go for anything under 60%, although above 70% it may taste too bitter. Milk chocolate should be avoided--lots of sugar and fat but not as much cocoa.

I know exactly how you feel. Chocolate is my major weak spot and I just decided this week that I need to loose the pounds I gained during the holidays. I haven't been denying myself chocolate though. I've just been doing everything in moderation. I've cut down on the amount of pop I drink, I'm drinking more water and milk now. I've also cut down on the amount of junkie snacks. Instead of grabbing a cookie, I get a piece of fruit. If I want chocolate, I eat some, but that will be my only bit of the day. I also try to stick to dark chocolate since they say it's healthier for you.
I think that if you deny yourself what you want, you'll just end up binging. Moderation is the key.

If you love them that much, it will be hard to cut them out all together so try just cutting down on the chocolate and focusing on excercise for the lower body. You can buy DVDs such as Libby Robertsons Bottom, Hips and Thigh work-out which my friend swears by!

You you crave something sweet opt. for a ceral bar or a piece of ice works (sounds goofy, I know).
Or you may just be thirsty & not hungry we get those easily confused sometimes.
To minimizing snacking try chewing on a piece or gum (no one likes to eat right after chews on peppermint gum, kind of like eating right after brushing your teeth).
But there's an easy exercise you can do to, to get rid of love handles.
-stand w/ the feet shoulder width apart
-and out by your side (I prefer to have a 5lb weight in each hand)
-simply lean right then left slowly using your upperbody
-keep your back stright & stomach in
Good Luck! I'm trying to do the same!!

I don't know the validity of this statement, but I was watching Rachel Ray's TV show and she had a guest speaker, who was a doctor/nutritionist I think?!? anyway this is what he said "Pineapple almost has a reverse calorie effect. If you eat it while you eat a particularly fatty food, it breaks down the fats and prevents them from getting stored in your body." Hope this helps

Keep a weight Journal and write down how and why you want to loose weight. Your goals. Loosing weight isn't only just physical. It's emotional too.
It'll help you keep away from the junk food.

Simple. Everytime you want chocolate, dip it in ketchup first. Then, try to eat it. Eventually, you'll stop liking chocolate.

This sounds terrible, but either weigh yourself or look at your thighs in the mirror everytime you eat sweets.
