the noisey pill head neighbour from upstairs moved all her stuff out of the flat yesturday.
i was getting ready to celebrate coz she has been so annoying and noisey with no consideration to anyone else who lives in our block.
she packed up all her stuff and dismantled the furnature and got 2 mates to help her move out.
the thing is i dont know if she is coming back coz she left one of her dogs (the one that barks at anything) in the flat. it sounds like it is shut in the kitchen. i didnt hear it untill tonight after i got back from college.
the local rspca doesnt have an emergency call out number.
i dont know where the lass has moved to.
what should i do?

she used to go away for the weekend and leave the dogs in the flat.
then she would comeback and shout at them for making a mess.
i have been reporting her to the council since the week after she moved in for noise pollution. i have rang the police on her before but they never came out.

She is neglecting the dogs by leaving them in the flat. I suggest that you call the RSPCA continuously until they do something about this. Sadly they can take as long as the council and the police to actually turn up but if you bug them until they come and see the dogs they will take action. Tell them that a dog has been left for days alone in a neighbouring flat. Exaggerate if its the only thing that will make them do something. Initially they will try and fob you off but if you go on and on they will send someone and they will organise the police etc.
If she is really leaving the dogs alone they must be covered in muck and not have enough food - this is abuse and she will be prosecuted.
If the dogs go, the noise goes and your problems will be alleviated.

I agree about phoning the police. But if you live in a area where you dont report thinks to police for what ever reason. I am sure one of your local vets or council will give you number for rspca. What ever you decide please do it quick for dogs sake
