No prayer cannot alter God's will. We pray to ask God for things, also to honor him. Another reason to pray is to seek forgiveness. We can also thank God through prayer. God only wants for us what will make us perfectly happy but He will not force it upon us. We pray as a tangible sign of being open to God's will.

No . We do not pray to alter God's will . We pray for requests and gratitude & pennance ; intercessions and worship .

Sure, our prayer can change God's mind. Didn't god punish Moses' sister miriam at one point for complaining and Moses intercede on her behalf? Didn't Moses get God to change his mind about the destruction of the Soddom?

No we do not control God like that.
BUT - often we pray for blessings that are already in God's will to give us, and he's just waiting for us to ask first.
