when a TVS have green screen background and white lines at the front whats wrong.?

also after three years there was a coulor blur line in the middle what does this mean.

The t.v needs a new flyback transformer. Take the model number and the brand to an electronics components store and ask for a flyback. Open the t.v and discharge the crt. De-solder the flyback pins and replace with new one. T.v should be good as new.
Alternately, take t.v to repair shop to have this done.
