only if you had an accident or it is for some other medical problems. my uncle had such a huge nose, that he could breath in anything and had alergies for just about everything. he got to a point where he had to stay indoors, so they gave him a nose job on the nhs. so if you want a nose job, then smash it up beyond repair, and you get a new nose.

Its rare but it can happen. If the consultant thinks the way you feel about your looks is making you clinically depressed and significantly affecting your life, it can be performed under the NHS but this is very rare and only for extreme cases. Also if your nose is affect breathing it can be considered.

The NHS is strapped for cash - cosmetic surgery is an expensive and totally unnecessary expense when there are people with serious worries like cancer that some authorities don't have the money for!
