Have a crayola party!
Buy the (cheap) solid color table covers and tableware (mix all the colors up!)
Print out coloring pages online or buy a coloring book from the dollar store and give each child their own little box of colors (25 cent buys a little pack) They can also take these home as a gift.
Buy colorful food like multicolored goldfish and buy sorbet icecream since they come in fun colors.
Have a "build a cookie" station where the toddlers can spread cake icing over a cookie and sprinkle their favorite toppings. Such as M&M's, oreo crumbs, sprinkles, etc.
You can even serve something like fish sticks and fries, and buy the purple ketchup for the kids to dip their food in!
All toddlers love music so all you have to do is put some on and they'll start boogying!

Throwing a party for that age group can be easier then you think. Most kids that age don't have the focus to play actual party games. I would suggest having a "craft" area with stickers, coloring, play-dough, finger painting (if you don't mind the mess).
For party favor bags my son is 3 and I did fruit snacks, a bag of mini muffins, stuff like that since its hard to find little toys for young ones that age. But they love that stuff.
Keep cartoons on as a background or play kid friendly music. If you have some toys out or have a play area most kids that age will keep them selves busy just chasing each other around. They don't get bored as easily as older kids. I found that all the planning and organizing I do to do games usually ends up being for nothing because the kids just want to dig in and do stuff without being told now its time to ....

Pick a theme. With my daughters I had a theme of blue's clues. I had them search for clues around the house and try to figure out the clues and the mom's had a lot of fun helping. I also did a simple craft with the kids and had a special snack. In case the kids weren't into the activity, I had playdough on the table (blue of course) and simple toys to bring out in case the kids got bored.
Whatever you do have fun and keep the tv off!

I have a small plastic kiddy pool and I bought some of those ball pit (small plastic balls) from toys r us. The kids had a blast sitting in the pool in the winter. I think though that age is hard to "entertain." You might look here for more ideas. Good luck!

Can you rent a public place like a gym or playarea? I had mine at the CLC which is just a baskeball court with kiddyplaythings like scooters, balls, and jumpropes. They loved it. No organized games except a pullstring pinita.
If not the sticker at a craft table is an excellent idea. The 5 year old can help organize the table after doing his project.

I have one of those indoor blowup jumping play things the kids seem to really have lots of fun.. Get some plastic bowling pins and a larger size plastic ball and bowl with them that is always fun.. You can even get some larger buliding blocks and they can all build little buildings..
