Probably not. Professional membership fees are usually VAT-exempt (I know my IMechE fees are).

Ask for an invoice - that will tell you if it's included.
You'll need the invoice anyway if you are hoping to claim VAT back

If your "trade" is making barrels (i.e. a cooper) you may find a "vat" or two in there.
