Death sentence is not a valid deterrant. People take other lives because they don't value their own (see America's justice system and crime rates).
Until everyone values their own lives (and as a result, also others), we cannot say we live in a civilised society. Ants have things better worked out than we do.

My boyfriend says that in Saudi Arabia, they cut off the hand of someone who stole something. Surely, this man would be stoned to death. He should be made to suffer some kind of torture, some living hell and I hope prison will give it to him in such a way that he has to remain alive and feel every bit of it.

No you have to be mentally ill. I think we cannot subscribe to the religious view of good and evil, but one of the symptoms of contemporary existance is the breakdown of convention due to a more material self obsessed society and the destruction of the family coupled with increasing alienation, lack of empathy and breakdown in socialisation that leads the loss of self control that results in fighting in the streets and the murder you mention.

I agree to bring back hanging for people who are cruel to children, providing all the evidence points at them. Why lock them up and waste tax payers money? Be rid of them and we'll be better off in some way.
