As far as crossing the border on the ground the regulations are not changing, that is not slated to change until January of 2008. The new passport regulations are only in effect starting the end of this month for air travel, not ground or sea travel.

Beginning January 23, 2007, US citizens (including infants and children) will need a valid passport to travel to and from Bermuda, Canada, Mexico, Central and South America and the Caribbean (excluding Puerto Rico and the U.S. Virgin Islands).

If any portion of their trip is scheduled to take place after January 22, 2007, you will need a valid passport to re-enter the U.S.

Nothing has been said so far regarding travel TO Canada.

All the hype lately is for entry and re-entry to the USA...not in reverse.

I'm not sure if you'll need one to go into Canada, but you definitely need one to get back into the US, and I think this goes into effect within a few days if it hasn't already. Go to travel.state.gov for more info.
