Best result is call 9-1-1. Ask to be transfered to the Highway Patrol since the incident is taking place on a state enforced road. They should help you from there. It is better call an emergency number with a non-emergency than to call with an emergency and get no one. If they don't answer on 9-1-1, they are in violation of a major federal communications violation.

Yes, there are different phone numbers for different divisions in each county/city you're in for police departments, sherrifs, etc.

The last time I tried to call 911 on my cell phone to report an accident, I was on hold for quite some time. This was quite a concern considering if it was an emergency and I needed help immediately. From what I understand, when you're on a cell phone and you call 911, it takes time to connect you into the local emergency office. I don't recall if it actually puts you in the local emergency office or if it goes into the 911 of the area code for your cell phone. It seemed confusing.

I have since been told that you should put in your local police department's number in your phone since you'd get a quicker response. Another thing you may want to do is call the operator on your phone and maybe they could connect you or give you the phone number you need.

Because cellular telephones operate off of shared towers, often you will find dialing 9-1-1 is time consuming....however....it's the best way to go as you will be forwarded to the PROPER agency within the area you are traveling!

What would be the outcome if you did report it .They will stop the driver and look for possible causes, but they want have evidence of careless operation. Just your word and nothing will become of it..Why should they believe one person.
