why do plants grow faster in cold water than warm water?

I'm not sure if you mean water plants or rooting plants or household plants. Water plants all require different water types temperatures etc. If you chose cold water plants they will do better in cold water. If you chose warm water plants they will not do well in cold water. Aquatic plants are touchy that way.
If you mean you are taking root cuttings and getting them to grow then cool or room temp water holds more oxygen than warmer water. This might explain why your plants are growing better in cooler water. Also make sure your water is coming from the same source as some water contains more minerals etc than others and this will affect your outcome.
If you mean house hold potted plants cold water is not good to give them. They will have shock and not do so well. Room temperature water or tepid water is best for potted indoor plants. I'm not sure if this is of any help but good luck in your project.
