If you don't bring in a witness someone at the court will witness for you. So you still can get married.

If you are at the courthouse, the Judge will bring in a couple of people there in the office to witness & sign. He already has to sign the document so he/she doesn't count as a witness. You need to tell them when you make the appointment.
