The government has never done this. You can get a free report each year at the link below. The other sites are NOT free - they have you sign up for services.

The government does not give out credit reports. You have to contact the three main credit bureaus either in writing or by visiting various websites. The average public library can help you find addresses and/or websites.

The Government does not give it to you. The Fair Credit Reporting Act (FCRA) requires each of the nationwide consumer reporting companies — Equifax, Experian, and TransUnion — to provide you with a free copy of your credit report, at your request, once every 12 months.
You can order your free annual credit report online at annualcreditreport.com, by calling 1-877-322-8228, or by completing the Annual Credit Report Request Form and mailing it to: Annual Credit Report Request Service, P.O. Box 105281, Atlanta, GA 30348-5281.

When you order, you need to provide your name, address, Social Security number, and date of birth. To verify your identity, you may need to provide some information that only you would know, like the amount of your monthly mortgage payment.

After you are turned down for credit or informed that your identity may have been stolen, you go to the credit agencies (Equifax is the one I can remember--there are three of them) to get your free report. If you haven't been turned down for credit or in certain other situations, you aren't entitled to a free one, but can get one from a place that tries to get you to subscribe to their service (you have to cancel after you get the free one or they charge you when they send you another next month).
