police are trained to control situations...by asking okay? to everything, they are making clear that you understand what they're telling you to do (or what your rights are) and that you are following their orders, if not a misunderstanding could have bad results.

I believe that the officer should control the situation by being professional, not by asking permission OK? the cop is in control, I worked in an area where my back up might be 20 minutes away. I controlled the situation by command presence and instructions no by asking the perp if he was OK with what was going on-- Amy

This is simply a tactic to try and make the detainee feel better. The situation is already tense enough, and by giving the perp the chance to interact verbally, then the incident is a little less stressful for both concerned.

I've noticed that too. They will ask "it's ok if I look in your car?"
Instead they should say "Do I have permission to search your car?".
Of course if you are under arrest for something they don't need permission to search your car.

No. They don't need permission, but people tend to cooperate more when you seem to be asking them instead of TELLING them.
Being deprived of liberty during an arrest is a big deal to alot of people, so by asking, they are allowed to retain a semblance of control over the situation.
PLUS, it's polite.

It's a way of making the suspect feel a little more at ease, explainging all the steps as they go tends to keep a person calmer. Good practice, it works.

They are trying to "get on your good side" so that you might divulge something to them on the ride to the jail. (To give you the impression that you're 'buds')
