Hemiparesis, by definition, is weakness of a limb. Hemiplegia is complete paralysis. These conditions are a result of brain injury. When found in a child, it is due to perinatal injury, and is called "cerebral palsy with hemiparesis". Hemiparesis can appear if there has been an acquired traumatic brain injury or stroke. So, you can see, it is not a disease.
Hemiplegia is not correctable by surgery. Physical and occupational therapy are very useful.
Pediatric neurologists are the doctors that manage hemiparesis in children.
