Yes. This was at a time when badness was rampant in Israel, and that they were so hardheaded that laws were made very specific in order to straighten out God's people. Refer to Deut 23:1 "No man castrated by crushing the testicles or having his male member cut off may come into the congregation of Jehovah." Being a small nation, the life giving function of the genitalia is held to be sacred. Also, strict morality laws prohibit a woman (or man) to be touching the private parts of someone who she/he is not related to by marriage.

deuterronomy is in the old Testament which was Gods rules for the Isreale Jews, At this time God was telling his followers that the messigha wold be here to save us, Even God knew these rules were to hard to live by. (being sinners and all there is know way to be perfect) so those rules isolated everyone on the planet from God. That's why he came as Jesus. That our sins be forgiven forever for those that believe on him. Notice no new rules being made after Jesus was here. Ten commandments still hold pretty strong and suffering occurs when they are broken a whole lot more than the explainations.

Moses was a bit or a weird cat. Perhaps it had happened to him and he was not feeling well when he said that.
On the other hand the hygiene of these people was not what we would consider appropriate and plastic gloves had not been invented. Perhaps a wife should not touch the genitals of another man lest she contract an STD

uh, the word 'genitals' is a far cry from the word 'secrets' - bad interpretation by that version of the bible. I use nothing but the original KJV, which is the closest and most accurate version that was written according to the original Hebrew text. Then NKJV is obviously not an accurate translation. Other than that, though - to answer your question - yes! If it's in the bible, then of course, it's God's word.

I'm not convinced that everything in the Bible is attributed to The Deity. I have yet to be convinced that it is.

Oh, haven't you heard? If it's in the Bible, it is God's word, because we know the Bible is true because it says so in the Bible, and if it's in the Bible it must be true because it says so.
