The M4 is open all year round 24/7. The only time either of the Severn Crossings are closed is when the wind speed gets up too high and the bridge has to be shut for saftey reasons, in which case the best advice is to keep an eye on the weather forecast. Even when the bridge is closed, it is usually only to high sided lorries and HGVs.
Don't forget to take your passport with you to show at the toll booth or they won't let you in! :-)

They never close on either of the Severn Bridges (M4 and M48) and there's no "cheap rate" period either. Don't worry though, you can get out of Wales for free at any time.
Unless you're desparate I recommend the M48 and the old Severn Bridge. It's a much more pleasant drive.

The tollgates are allways open. I wonder why you have to pay to go into Wales but going out of Wales to England it's free. There must be a reason for it.

This road is open 24hours a day, 7 days a week, except during bad weather when they close the bridge.
The following website will give travel information, including a route planner and bus and train time for the UK.

Hope this helps.
