Why can't I download Windows Live Photo Upload Control?

I've done everything the MSN spaces website told me to fix the problem (turn off pop-up blockers and change the configuration of my antivirus) but I still can't download the program. The worst part is that I was able to do it before.
Does anyone know what else can I do?

are you running a genuine version of windows ? if no then that may well be your answer
