of course that is possible. people grow up, or feel a need to settle, or just flat out fall in love and that's that....he is still young, sure, but that doesn't mean anything...unless he gives you reason to think otherwise then take what he says for what it's worth.

Anything is possible but questionable. I didn't marry till I was 21 and I still didn't know what I wanted at that age. Not everyone is the same. There are some that can and have changed and been very happy.
Try it, you can always break up if he's lying and it might shake him up to be caught lying.
