Of course...remember it used to be a trend in the early 90's to shave slits in the eyebrows. In any case they do and it takes about two weeks. I just suggest never doing it. Some women shave them off constantly and draw them in, but they can grow back in the wrong direction following the cut of the razor and just look like caterpillars.

Yes they do, I have actually had experience with this situation and my eyebrows grew back just fine. There are myths that they will grow back bushier, this is not true. So are you planning on shaving them off for fashion, or a re you the victim of a prank? If you are doing it for fashion, a good tweezing is much better than shaving them off and then redrawing them on.

Yes, like any other hair eyebrows will grow back (and rather quickly... depending on how they were removed -- quicker if shaved as opposed to 'pulled/tugged').

Yes, I've done it a million times. I would want to change my shade of blonde and would just do away with the eyebrows because I was so pale anyway. They keep coming back. You must be thinking of eyelashes. NEVER cut your eyelashes off. No, I didn't do That but I know anyway!! EYEBROWS COME BACK~!!

If you shaved your head would you be permantely bald - no... so the answer to your question is yes your eyebrows would grow back....

Yeahh of course. its the same thing if you shave your legs or arms. I suggest not shaving your eyebrows because then it will grow back quicker and faster than if you get it waxed or if you tweeze it.
