New Hampshire was very lenient. Although, I'm not sure if it was THE MOST lenient. However, the legislation had been changed to give Sex Offenders a tougher sentence. Before sex offender could get out of prison within months or a couple of years. Now as of January 1, 2007, anyone convicted as a sex offender will be sentenced 25 years minimum per count.

I've heard that Maine is a good state for felons in general. I think you'd be better off looking at a different country though. The federal gov't hangs the financial carrot in front of the states in order to get them to register as many sex offender's as they can find-meaning lots of teens who had sex w/ their 15yo girlfriends and lots of other dubious crimes get lumped together with the dangerous predators the registry was supposed to keep us safe from. There are so many registered offenders who can keep track of them all-or figure out which ones are the dangerous ones?

Hmmmmm....quite a conundrum?

Whenever I watch cold case files or forensic files, seems child predators gravitate towards the midwest areas for some reason...

However, I don't think any state is actually lenient, per say....

O'Reilly from FOX news says it is Vermont and he has been one of the best people to push for stiffer penalties for sex offenders
