This depends on the location, type of house, lay of the land, general materials you want to use, it can range from $90.00- $200.00 + per sq. ft, remember location dictates price range

Cost of building is always the same whether u build it in Beverly Hills or in the suburbs. I would say a 1500 sq ft home should cost you about $75,000 excluding Land, permits and architect plans. Anything more is usually developers profit.

In LA county $250 sq. ft. is about normal. Depending on contractor & what you want built. Extras do cost extra.

Thanks for the ambiguity.... Are you building a home with high-end appliances and fixtures? What type of flooring? How much trim work and moulding will be installed? How high are the ceilings? Will it be one or two story? What part of LA county, I'm in Glendale/Burbank where it can run as low as $75 per square foot on up.
