No you can not combine your baggage allowances. Always weigh your bags at home before you depart. Always take a small duffle bag with you just in case one bag is overweight. You can take some things out and pack into this bag. But try to stay within the weight limit.

There are many reasons for the baggage allowances. Most have to do with money. One being the less weight of baggage the less fuel spent on the plane the airlines makes more on the flight.

Another is that the less weight the less injuries and workers comp and time missed by employees.

Finally, the overall weight of a plane is a big factor for takeoff. If the plane is too heavy it could crash.

If you are traveling overseas the airlines allow up to 70 pounds. But you should always check with the airlines before to make absolutely sure. Go to that airlines website and print out the page you are getting your information from and keep it with you in case there are discrepancies. It should be recent like the day before the flight.

If you are flying the same route all the way through, you can. For example, if Joe has 1 bag and Jane has three, Jane can "give" one of her bags to Joe and the airlines will see it as each person having two bags. You still have to be under the maximum size and weight per bag-- you can't take one single bag that weighs 80lb instead of 2x40lb. And it is a lot better if Jane and Joe work this out amongst themselves and decide who will carry which 2 bags; otherwise the airline might stick you with a technicality.

You used to be able to but most airlines no longer allow it. My sister flew recently and they were hoping to take 3 large bags, as it would be easier to carry, rather than 4 bags(2adults 2children). But they were only allowed a certain limit each, not combined.
It's probably best to check with the airline you are flying with, otherwise you could end up paying expensive excess luggage charges.

Every place we've traveled both in the US and abroad has checked in all of our luggage as a family. You still have to meet the individual bag measurements and weight limits for each piece (and this changes quite a bit between airlines and between international and domestic flights!) but if you check in together, they don't care which bag belongs to who. Every time we travel they have put all the bags under one person's ticket... they don't even divide it out between family members!
I don't know if it's handled differently for friends traveling together.

Yes as long as it doesn't exceed in any 1 bag 32kg but if person 1 has 10kg and person 2 has 30kg thats fine it can be even out with out being charged excess luggage

no - it is per case. But you could put some of your stuff into theirs. One item of hold luggage per person, one item of handluggage per person. If one case exceeds the weight limit, the baggage handlers can refuse to carry it due to health and safety.

Not with most airlines. If one of you has a light bag and the other a bag too heavy you can put items from one into the other usually but thats the only way.
