There are 9 half hours in 4.5 hours
9 x 2 (rate in inches of rising water) = 18 inches = 1.5 rungs
12 inches in a foot.

If we're already covering the 6th rung that means another 1.5 rungs, therefore seven and a half rungs will be covered in 4 and a half hours' time.

For those of you who are trying to tell me that a ship rises with the tide, this is incorrect - for stability, ships (not boats, ships) are moored to the harbour floor as well as the harbour wall and thus do not rise and fall with the tide.

It will be 7 or 8 depending on where the tide is exactly now. In 4.5 hours, tide will rise by 18 inches, which is 1.5 ft. So if it is at the 6th rung now, it will go up to the 7th rung and some more.

If it is midway between 6th and 7th, then it will go upto the 8th rung.
