No you can't. The foundation was built for a single storey. Your walls are built to carry the load of the roof only, Not roof and another floor. It would be better if you added another 2 storey building beside your ranch and attach it without disturbing the first. The city will stop you if you built on top of it and dont forget you have to rip off the roof , than build the walls and than build the roof. Why dont you just add on with a new building. You still get the second storey.
