If you have orders for a permanent change of duty station, and you have to turn copies of the orders into the management office of an apt complex to break a lease, what does management do with those orders? Are they just kept in a file? Or do they have to turn them in to someone else?

I've never heard of an apartment needing to keep copies of your orders. Those are official military documents. Most apartment complexes have military clauses that clear you to leave without penalties so why would they want a copy of your orders. You sign a form stating that you are transeferring and that's the end of it. Maybe you need to talk to legal.

first off this is only to break a lease when you receive orders to move away from that area. This cannot be done to move to another apartment or on base ( I TRIED IT). Secondly I have never heard of them keeping a copy but like everyone has said, black out the personnel information. Good luck.

You do not have to provide them with copies unless your command authorizes it, for the first part. Second, you can require that all personal information is blacked out. All they need to know is that you have a legitimate and immutable requirement for moving.
And they would keep it on file, for how long, unknown.

i'm currentley in property administration in feet Hood, Texas and we get a replica to maintain in the tenants document, that way there is checklist of the reason they broke the hire, and no you are able to say in any different case, because of the fact in our hire we've the militia Clause and as long as you provide a replica of your orders you are able to destroy the hire.

They just keep them for their own records to show why a tenant left early. But yes, for your protection, you do need to obscure other personal info (especially your SSN).
