Well if "you" suggested to sleep together and he replies with this, then I'd think he's serious because we guys dont refuse sex unless its for a damn good reason. If he's the one that brought up the notion of not sleeping together, without your initial input, then it is a strategy to gradually pull your trust (and your panties) down.
Its really all about the context of how the subject was brought up. Go back and analyze the discussion in your head, and then apply my male perspective.

the question is did he ask you? or did you ask him? cause if you asked him to sleep with you and he said that then he likes you but if he just said that i'm gonna have to go with the getting in your pants

if you offered to sleep with him first and he said no then it is not him trying to get in your pants. If he just said it out of the blue then yes he is trying to get in your pants
