It's either air or nitrogen... depends upon the manufacturer.

The manufacturer puffs the bag so it doesn't crush as easily, thus keeping the crisps from being smashed into little bits.

I'm pretty sure there is no GAS to keep them fresh, its done by the silver lining! Like most products they are vacuum sealed!
