Hi,
I am installing a electrical panel on my new addition. My question is should I mount it directly onto the plywood? Or should I wait until the addition is stuccoed before I mount it? or is there a better way. I am going to mount it on the outside, instead of between the studs.

I would do it before you stuccoed, just in case you would accidently damage the stucco (crack)

In walls of concrete,tile or other noncombustible material
cabinets and panelboards shall be installed so that the front edge of the of the cabinet will not set back of the
finished surface more than 0.25 inch. In walls constructed
of wood or other combustible material,cabinets shall be flush with the finished surface or shall project therefrom.
The panel box shall be placed in or against a wall or partition and accessible only from the front.The Code requires 3 foot working space in front of panel
So, don't put it on stucco, you will have no air gap and
stucco contains moisture that will rot the screws which
fasten the panel. Good luck with your addition.

i suggest mounting it on the plywood and build whats called a dog house or box around it and stucco over the box looks cleaner and is a lot easy er to do it before the stucco.

Why are you putting it outside? Just mount it on the inside between the studs so that the panel cover is flush with the sheetrock. Then just put a picture over it.

Well national code requires that you mount the panel to an area where it is finished and the panel is installed and wont be able to move or fall off. Your not giving enough info on the paper senario but your best bet is to make sure whatever you mount to is solid. hope that helps
