I'm trying to train myself to look at the speedometer more. On the other hand, in a 25 mph zone I prefer to be watching out for children in the road. My cruise control can't be set lower than 34 mph and is inconvenient to use on local roads.

You need to work on your situational awareness. Focusing on any single thing while driving WILL result in being involved in many accidents.

You need to learn to actively scan your environment every few seconds while driving. Start looking strainght ahead. Eyes down for a speed check, then to the driver's mirror and side, then the rearview mirror, to the passenger's mirror & side and back to straight ahead. With practice, the whole scan should take less than a second or two. Repeat the scan every 5 - 15 seconds, depending upon traffic density. While watching straight ahead between scans, sweep side to side and ahead of the vehicles in front of you. You will probaby be surprised by two things. First off, you'll probably never accidentally exceed the speed limit again. Secondly, you'll notice hazards that you never noticed before and will seldom be surprised by anything on the road.

Your cruise control won't set because YOU are supposed to be in total control at those speeds. In a 25mph zone you should already be going slow BECAUSE you are looking for these hazards, not the other way around.

Bostonianinmo has a good suggestion. One that should have been learned in driver's ed.
