I was talking with a person online, and when I ask this person a question, they reply with something that makes no sense to what I just asked or typed to them. I talked to them on the phone and they are the same way then too, and the person is not being mean or insulting, it's like they're not hearing me. Any suggestions on what could be wrong?

He is trying to get around answering your question. It could either be because he feels he does not know you well enough to answer it, or he could just be lying about who he really is and it not honest at all. By the way, what kind of question did you ask him? If he did not answer you the first time that should be a hint or clue. Online dating can be very dissappointing and sometimes rewarding. However, since you do not know this guy well enough to figure out why he does not want to answer your question, it is time for you to move on and find other people. It seems you are not happy about this aspect of his personality and it will not change when you meet in person. Try to find someone that your have more in common with and who is honest with you.
