What's the difference between a travel agent and a tour operator?

Tour op' is the one who chooses and selects accomodations, flights , organizes tours, and negociate the prices with the people abroad. He usually gather everything on a brochure.
Travel agent is the one who sells the whole thing to us, and get paid for it! , by % !!!

From my understanding a travel agent sets up your intinerary BEFORE your trip. While a tour operator is with you during your trip (like a tour guide).
