I have XP system, SP2 and IIS are installed. I also unchecked the "use simple file sharing". None worked. I also logged in as an administrator in the safe mode. The security tab didnt appear. I want to grant access to a database this is why I am trying to reach the security tab.

Hmmm... odd - perhaps you don't have security rights to view the security rights (or some such nonsense), although how that would apply to administrator I don't know.

Any mileage in going to the command line and playing (carefully) with the cacls command?

Why are you using Safe Mode? If you cannot see the security tab it usually means you don't have management rights to the computer/folder. I haven't tested it but I would guess that Safe Mode does not load the needed components to configure security.

Log in as Admin without using Safe Mode

Did you right-click the folder in question? You should see a sharing and security item in the drop down list
