what i think according to your stated question:
god said" he is best with in all who creates" and that is also true, and it don't analogous that there are many gods, here god is saying that although many others claims that they are creators (referring to humans) and although they creates , but god is best creator.
humans finds powers of creation from god/nature, and if humans are created by god, then they also should take some share from gods ability of "creation", and so does humans took.
so god is mentioning that although they creates and says that look we can also creates like god, but god is best creator.
what i believes that god is only one and he is "the creator" and rest are creators and got the ability of creation from him.

People claim to have created all sorts of things and claim to be gods themselves. So it's a reference saying your gods don't create because Allah is the best of creators.
God is the ONLY true creator (which makes it awfully easy to be the best, eh?)

No there is only one creator who is god the word we is used by god but I am not sure why.
but it still mean god as the only creator.
