It all depends on how the dog was raised. If he wasn't around other dogs growing up he very well might be afriad of them because he doesn't know what to do around them.

If you want to know if he's a wimp the answer is NO! He must be dwelling on a puppy experience. Dogs smell each other 40 times stronger than we do, that's a fascinating subject. Anyway, I wouldn't make him be around other dogs as long as he loves people. Otherwise you will have to take him to doggie obedience lessons to learn to be different than he is. Why can't the little guy do his thing? He's no wuss. He's a dog loner. It happens.
My cousin made his male dog miserable until he had his last lesson and jumped out of his van and broke his leg tied up in the seat belt. Let your dog be himself. He has self-image characteristics going for him too. We love dogs because they seem to understand us best. Maybe your dog needs some understanding too. Good Luck!! Hope you get some answers you like!!

It sounds like he hasn't had a lot of socialization with other dogs. He doesn't have confidence around them because he either hasn't had a lot of experience with them or has had bad experiences with them.

You should work to build up your dog's confidence with other dogs. Your ultimate goal should be to make him view them as fun buddies he can play with, not big scary monsters that will hurt him.

You should find another dog, perhaps a friend's dog, that is his size or smaller, and that is very well-mannered around other dogs. Introduce them on neutral ground with both dogs on a loose leash, and don't praise him for being fearful. Just act calm and casual, and show that you like the other dog. If they sniff and all goes well, let them off leash in a fenced area and hopefully they will go at it and play.

It is that breed of dog. I have noticed that same reaction in a number of them. Maybe they "know" they are small.
