I am purchasing a vehicle from kansas and i live in washington state. I was just wondering how i go about finding out what the state laws require in order for me to get it licensed, title, etc.
my vin# only has 13 digits and i am having a problem finding a site that will allow vin#'s with less than 17 characters.
Without actually going thru all of the hoops with the state, i would like to just run the vin#'s just to make sure everything is as said.
Does anyone know where or how?

well, to be honest its un likely of a car of that age to have too much in the way of kept records other than these that owned it which means you would have to go through the secretary of states office in the states that it has been registered in to get any info about it.
The Vin's have been 17 digits for quite sometime and no research sites or info of a vehicle less than 17 digits is available outside of the registration departments.

If you're in WA and buying a car in KS, you need to make a trip to KS and inspect the car and all of its documentation. THERE IS NO SUBSTITUTE FOR A PERSONAL INSPECTION!!

Prior to the current 17 digit VIN scheme, it was up to the manufacturers to determine how the numbers were assigned. A check with a dealer might help but even then I wouldn't depend on it.

Scam artists depend upon people not being able to verify the details on older cars. That's why most scam deals are for older cars. Your ONLY effective defense against this is to personally inspect the vehicle, and then take it to a mechanic for an independent evaluation.

Please don't say that you can't afford to go to KS to inspect the vehicle. You can't afford NOT to!

Licensing laws are the same as if you bought it from your next door neighbor.

P.S. If the car is in SE Kansas, e-mail me directly. I can at least do a drive-by for you and maybe take a pic or two.

In 1978 they standardized VIN on vehicles. And of course the places that check VIN are only set up to do 1978 and later. For your 13 digit VIN there is no way to check it in advance. All you can do it look at the title before you actually take possession of the car, and make sure the VIN on the title matches the VIN on the vehicle.

After that it's pretty much standard, take the properly signed and notarized title along with proof of insurance and your bill of sale showing what you paid to the office and get your plates and the title in your name. Once you have it fixed up, I would bet you will have it parades and such, not to mention car shows.

Just go to the dealer(ford, chevy, blahblah). They all have a comprehensive database of all VIN's issued all the way back to the big bang. They'll tell you if it's a legit issue.
