No, because there is such a thing as legitimate content. For example, I write a song and I put it out there acknowledging that anyone can use it how they want. That's a legitimate use for Filesharing. Therefore, Limewire is legal software. It depends on content.

Limewire is not illegal! This program protects with terms of use and restrictive laws, so the program has no responsibility if you use it for illegal purposes. You are an outlaw if you use it for illegal purposes, such as: spreading a form of virus, download, share or push an item protected by copyright laws, or other restrictions by the law.

If it were illegal then it wouldn't be available to use and download right?...so I don't think it is illegal
