Just hang out with him one night and like sit right next to him and then make a move and im sure he won't refuse unless he has a gf.

your only in 7th grade...you should be having tea parties...
if i where a young girl (im not) i'd probably go right up to him when he'd least expecit it. Like I loved it when girls came up to me like after a game or something. or came and sit by me and talked.

I think that you should keep flirting with him (that should give him a clue that you like him) Try not to look desperate, but just keep talking to him.
