Does the restraining order cost money? If so to whom? The person filing, or the person being filed against? How about if it is rejected by the judge based on my (the person being filed against) case? Can someone please tell me for California's laws? Thanks :)

The California Statewide Civil Fee schedule provides that there is no fee for filing a petition for an injunction prohibiting harassment in domestic violence cases, or cases involving violence or threats of violence. In other cases there is a filing fee (around $320) which the court can waive if you are unable to pay it.

Sorry to be ignorant about California's laws, but most states allow persons to file for minimal cost if it is arising from an abuse incident or incidents.
Remember though, you will have to sign an affidavit of facts, and the person being filed on will have the right to appeal this at a hearing.
If you are truly without money, talk to legal aid about this matter.

What you are talking about are court costs, there may also be attorney fees, if you hired a lawyer to petition the courst for the restraining order.
