Without knowing the name of the subscription service or the nature of the complaint, I'd start with the Daily Racing Form or Equibase.

If you are not having any luck with the company itself, and you are in the United States, you can send a complaint to the consumer fraud's department of your local Attorney General's Office. They will mediate the complaint, but you will have to lodge a complaint with the company itself first.
