I guess you could call this... "Premeditated Cheating".

Yes, it would be cheating. If you want out of the relationship you are in, don't involve some one else to help you along. You could cause a lot of problems for you as well as the person you plan to use. Get out of the present relationship first. Then, ask the other person out when you are fee to do so.

If the relationship isn't going well, get out. If you agreed you'd be exclusive in this relationship, it is cheating to ask someone else out. If it's not an exclusive relationship you're off the hook.
If it's not a serious relationship, move on. Life is short.

Ask yourself this. If he found out what would his reaction be?

If his reaction was negative then you should consider ending the relationship before dating again. It's only fair and most people would expect the same courtesy in return. Plus do you want the title of "Cheater". It will come back to haunt you later.

If his reaction is positive then what are you waiting for starting cruising the dating scene.

Until you are engaged or until you have made some sort of serious commitment, you are free to date others. Otherwise, you might be wasting a lot of time.

I don't understand which relationship is not going so well. If it is the newer one ... so? Split! That is what dating is all about ... finding someone. Find someone else!

Hello there, it depends on how your first relationship is going. If it is going well for you then it is cheating. If its not working out, then you should flirt. Flirt as if you are a free bird who have been released for its cage.

If the first relationship is casual and non-exclusinve, then it is not cheating. It's then called "playing the field", which can be a good thing, if you're young and don't want to settle down any time soon.
