I would call the vets.

Labs however do get something called "cold tail" where they strain the muscles in their tails and when they have it, they won't hold their tail up, it hurts them, you can't touch it etc.

Is the tail incident independent from the epilepsy and arthritis?

This happened to my dog over Christmas. He must of jumped off the furniture or something when I was gone. He could do the wet dog shake and stretch but if I touched his lower back to pet him he'd yelp. He ended up separating is spine, (like bending wrong). The Vet rubbed up his spine and found the spot. Vet put him on Anti-inflamatories to keep the swelling down between the spine so it could fuse back normal. The vet did say if I'd waited another day or two he would have lost feeling in the rear and most likely end up being put down :(. Keep a close eye on your doggy.

The nerve in his spine is probably damaged because that can sometimes happen with those kinds of problems.

It wouldn't hurt to at least call the vet and ask. Good Luck!
