You should go to the humane society and adopt a puppy, rather than getting one for "free" from a backyard breeder, which just fuels the fire of pet overpopulation which results in the abuse, neglect, abandon, and euthenasia of millions of animals every year.
Getting a puppy, you also cannot predict the size of the dog as an adult. You can more or less guage from the size of the parents, but you never know for sure. You might get a little kleenex-box dog, or a big pony-sized dog.
Going with the humane society, you can get a puppy, but you also have the choice of getting a fixed, vaccinated adult (or young adult) dog. Most cats are fine with adult dogs - in fact, may be less tolerant of hyper active puppies. My 9 month old kitten met a year-old malamute (first time he's seen a dog) last week and they played together fine.

I think you'd be better off going to an animal shelter, humane society, or breed rescue. The puppies here aren't free to adopt, but they usually have already had some vet work done on them.
No puppy is free. They will need several sets of vaccinations before they turn one year of age, and then they'll need vet work every year after that. They'll also need material items like a crate, a fenced yard or pen if you don't have one already, toys, dishes, and a lot of patience and know-how. I recommend you do lots of research before getting a puppy.
Better yet, consider adopting an adult dog that is already good with cats. You will know their exact size and personality from the start, and some shelter dogs come housetrained. They also won't go through the terrible teething process that puppies go through.

Look on Craigslist.com or Backpage.com if you're wanting to deal directly with a 'private party'.
The best place to go is petfinder.com. They aren't free, but all of the dogs listed are in shelters, and they DO have puppies. You'll be getting your puppy you want, and you'll be giving a homeless dog another chance as well. The best 'rule of thumb' is that if you can't afford to 'buy' the dog, you can't afford to care for it.

3-4 feet? What kind are you looking for? That is not a puppy, it's a pony. Follow the advice of other members and look at the shelter.

"No bigger than three to four feet" (36-48")...tall??? Why not put off getting a puppy for several years? You're really not ready at this time. It's important that the dog match your lifestyle and you're really far from the most basic of that.
