At the moment there are no forecasts that this will ever happen.
Current regulation (legge Bossi-Fini) expressed by previous government Berlusconi should be soon changed by the current administration Prodi even if in the inside of its coalition there are very different positions. At the time being it's impossible to say what will happen in the next months.
