Is it acceptable for professors to base part of students' grades on attendance and class participation, or should grades be based entirely on students' performance on exams and papers? Support your position with evidence from your own experience, observations, or reading

Very Important and controversial question

I think it should be a mix of both where performance has a weightage of say 80-85% and class attendance, home works, assgnments, etc around 15-20%

See, if it is entirely based on performance, then students may learn the things bad way like mugging up just before the exam or joining classes, indulging in illegal means to crack the tests

And increasing the weightage of attendance, assgnments, etc. too much will also be not good as it will encourage students to just butter the profs and not concentrate on actual study

Keeping optimum weightages for both things is important so that only genuine students do well.
