It's an underdeveloped tube, its hereditary and what happens is liquid builds in the ear and the tubes are to small to let normal airflow through I bet when u guys were younger you had several ear infections, you can get a temperary tube put in but they only last 6 months I personally just live with the problem it doesnt do much other than be a nuisance and increase your recovery time for colds and infections a little----overall nothing to worry about

You problably have to clean your ears. Go to a doctor. Do not use cotton swabs.
