I have called the apartment manger, she gave them a notice explaining the noise rules in the lease agreement. Yet the very next night starting at 10:30 until 3am - techno, rave, and who knows what else is pounding though the walls. I have called the cops (2x's)- they show up and tell them to turn off the music, but they don't show up for 2hrs after I have called. I don't want to have to call the cops every night!
I printed off a copy of the county's noise ordance and I want to post it at the mailboxes and one personally to their door. Will that get me into trouble? Do you have any other ideas on how to keep the noise down? I am loosing sleep!!!!

I have the phone number of the guys living in the apartment. They asked if I would call them if it got too loud but when I call they don't hear the phone!

Call an attorney or private investigator.Have them visit and witness the disturbing behavior of your neighbor.You can sue them all for failing to protect your rights while under contract of said apartment complex.

Good advice from everyone...sad fact is, before they can be charged with disturbing the peace, the police actually have to take a decibel meter into the area the complaint was called in from and see if the noise goes over the legal limit. If this happens, the neighbors can request to go with the police so they can see the results themselves...therefore, they will know you were the one who did it.
I hate living in an apartment because some people can be such rude neighbors!!
I would take a couple of days off...set the alarm clock (if you even have to), wait about an hour after their music is shut off and put your biggest speakers up against the wall next to their apartment (if you know where their bedroom is that would be better). Some of the best music to go through walls is bass...but that can annoy other neighbors. A great type of music that you can isolate through one wall that won't reverberate all over the complex is some of the good ol' mid 70's rock and roll! Get your hands on the album 2112 by Rush...play the first side over and over again. Overture and Temples of Syrinx will drive anyone to despair while they're trying to sleep. The nonstop screeching and high treble assault will eat away at their nerves and maybe they'll get the point.
The way it works is if they keep you awake all night, that means they're sleeping during the day. If you know they're asleep later in the morning, you could also wait til an acceptable hour so you don't get the police called on you.
There's also a thing called "renters rights". Look for a copy of it in your local area. You could possibly demand that the apartment manager move you to a different apartment (at their expense) since they won't address the noise problem.

Besides earplugs, your best bet is probably to deal with them directly. Talk to them during the day, rather than in the middle of the night when you're upset. If you can't get in touch with them, write them a note rather than printing off the noise ordenance.
If that doesn't work, call your apartment manager again. Put it in writing also. Good luck!

You could try printing of the noise ordinance, but I don't think that will stop them. The police should start issuing noise by-law tickets to these people. Once they have to start paying fines they may stop making noise. Keep calling the police, ask the dispatcher to get the officers to give you a call. Ask the officers about what action they took. If it is not to your satisfaction call the police supervisors for help. The ideal situation is for you to keep calling your landlord and for he/she to evict them.

Buy a loud stereo and play it during to day (obviously they sleep in the day). When they are sleeping. Fight fire with fire. Make sure that it stays cool by putting a fan on it. You wouldn't want it to stop playing. Put a CD in it that has noises like sirens,dogs barking, car alarm, etc. When the police knock on your door, do as your neighbor have done. You are not sleeping, so you may as well have fun.

Keep calling the cops, and keep calling the apartment manager. If the complaints keep coming in, they are required to do something about it, and you will have a record of your complaints.
Posting the ordinance won't get you into trouble, but it sounds like you will be ignored, anyways.
Worst comes to worse, contant the management company above the manager's head.

I know it is a pain in the rear, but I'm afraid calling the police repeatedly is the only way to get this to stop. After two or three nights in a row, the police will get fed up with your neighbors and possibly charge them with disturbing the peace.

Tell them yourself about the music being to loud
Our nieghbors do the same thing but my Ma just put a fan in her room and she said it helps blockout them sound
