If it was meant to be on display, I'd be pleased. If I'd gone to the trouble of getting and wearing a gel bra to create a good cleavage and wearing a top to show it off, I'd hope that people would notice it. If someone complimented me on it that would be confirmation that that person had noticed and liked it.

Personally I think it's a wrong move to approach any woman and compliment her on her cleavage. It makes you look like a perv or it leaves the first impression that all you see and notice is her breast..And even if it is, if you truely like this woman, don't go there. If you approach her in a respectful way, you could get her number, and maybe, just maybe you'll get to enjoy the cleavage and alot more.

The last time I received a compliment about my cleavage was from a girl. It was actually flattering in that she just said she wished that she had breast like mines. Its all about the way the person says it. "Hay girl you sure have a nice rack on you," is a sure enough turn off.

I went to one of the restaurants in the area where i live, there was this woman trying to show off her breasts too much, i kinda felt so sorry for her, because all she got to grab attention was by showing off her breasts!! Women are strong and yet feminine but shouldnt treat herself as an object, because, then men will do the same.
The answer is,no I wont be flattered if some men commented on it but love it if it comes from my man.

If it was a guy that I was dating and felt comfortable with then it's fine with me. Provided he's somewhat tasteful about it. If it's a guy who I'm getting to know then I would definetely feel uncomfortable. I've been well endowed since I was 18 so this issue is always a problem for me.

My reply is usually, "The girls don't talk back. Eyes are up here, thank you."
It's kinda like how would you men feel if you were complemented on your package.

It depends on many factors, who the guy was, where we were, if he said it respectfully or loud and piggish. It would just depend.
